VOC’s have the potential to be a very useful check and balance if done correctly to identify ‘qualified but not competent’ people. If they are not done properly they are worse than a waste of time as they give people the false sense that people are actually competent.
Consider:
• Who is issuing the VOC. What are their qualifications and experience?
• What VOC process was done? Questions to ask are, how long did it take, what was required, how was the assessment done and what records are there of the process? I have heard of VOC’s being done over the phone and 40+ being done in the same day
